Nation should be operated by law. Only when establishing severe law and act according to the law, the nation would prosper and people would become rich.
If the leader is relying on fortune-telling and arguments, the nation will be compromised.
First of all, the leader should doubt fortune-tellers. The fortune teller will insist it is his/her achievement if the fortune telling comes true. But if it didn't come true, fortune teller will run away just saying he/she doesn't know.
Relying of fortune-telling is a sign of weakness of a human mind of the leader involved in the management of the nation.
Because the leader does not know how to manage the nation, they rely on fortune-telling.
It is even dangerous to rely on argument to decide important matters of national affairs.
It is a big mistake to think good idea will come out if we discuss well.
Just selfish opinions will be generated for self-interests that mislead the people.
The nation will go to dangerous direction if controlled by filthy speakers.
You should not trust well-speaking speakers. Because the nation was swayed by untrustworthy opinions, naturally the national politics go worse.
The leader responsible for the management of the nation, should dismiss the fortune-teller and speakers.
To set a strict law and to perform government based on the law are required for the national prosperity.

There is a proverb that the person who take the first action will win. This is the thought to win by attacking at once where the opponent is not prepared. However, in the national strategy, it seems that those who moved ahead are often defeated in battle.
Do not Bend the Law by Emotions
The ruler may want to bend the law carelessly when he/she is emotional. You may want to forgive the sin of the stealer if you hear the sinner was in poor circumstances. On the contrary, if you hear the victim was in poor circumstances, you may want to tighten the punishments.
Do not Rely on Foreign Countries
It is a too dangerous idea to rely national security on foreign countries. There is no guarantee that foreign countries will protect us forever. And, we will become compliant of the foreign countries in order to be protected.
